    Brussels, Belgium / RankWire.AI / – According to research by European Union member states are unlikely to achieve their collective goal of 20 million ICT specialists by 2030 without significant policy reforms. Confirmation from Emirates News Agency revealed that the EU is projected to fall short of this ICT target by 5 million workers due to ongoing deficiencies in local training pipelines. The report highlights that primary and vocational education across Europe are not keeping pace with enterprise demand for advanced technological skills, resulting in critical labor shortages that companies are attempting to fill through hiring skilled workers from outside the EU.

    Education gaps drive EU reliance on non-EU technology talent
    Strategic policy frameworks focus on expanding female participation in technical disciplines.

    Despite this anticipated shortfall, employment figures within Europe’s digital sector have experienced notable long-term growth over the past decade. Eurofound’s data shows that the number of ICT specialists in the EU grew from 5.6 million in 2011 to 10.3 million in 2024, a total increase of 81 percent. During this period, ICT professionals also accounted for an increased share of total employment, rising from 3 percent to 5 percent. Nonetheless, sector growth rates of 7 to 8 percent annually are still insufficient to bridge the gap needed to reach the 20 million target set by European policymakers by the end of the decade.

    Significant disparities in technology employment levels continue to exist among EU member states. Eurofound’s report notes that in 2024, ICT specialists comprised 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Conversely, digital specialists made up only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth patterns also varied widely, with Estonia more than doubling its share of ICT workers from 3.4 percent to 7.2 percent between 2011 and 2024, while other nations saw minimal increases over the same period.

    Structural Education Gaps Fuel Dependence on International Recruitment

    Surveys of businesses across the EU revealed that in 2024, 57 percent of companies trying to fill IT vacancies faced severe recruitment challenges. The most acute shortages are found in senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical skill gaps, companies increasingly rely on international talent, which has led to the share of ICT specialists born outside the EU rising from 9.2 percent in 2021 to 11.9 percent in 2024.

    Gender disparities continue to limit the growth potential of the EU digital workforce. Eurofound reported that in 2024, women represented fewer than one in five ICT specialists across all 27 EU member states, with a 19 percent share. Additionally, gender pay gaps in the broader information and communications sector reached nearly 20 percent in 2022, surpassing the economy-wide average of 13 percent. Researchers pointed out that the underrepresentation of women results in European industries operating with less than three quarters of their optimal digital talent pool, restricting diversity in technological innovation.

    Core Software Sector Growth and the Digital Skills Gap

    The study emphasizes that although ICT roles typically offer above-average pay, advanced training opportunities, and high employment quality, these factors alone cannot resolve the structural labor shortage. As the EU is projected to miss its 2030 ICT target by 5 million workers, experts stress that closing this gap will require coordinated policy efforts aimed at expanding domestic educational infrastructure and facilitating easier intra-EU labor mobility. The data integrated into the study combines quantitative analysis with insights from the Network of Eurofound Correspondents and professional data from LinkedIn Economic Graph.

    European policymakers and industry leaders are under increasing pressure to align national vocational frameworks with the evolving demands of the digital economy. Eurofound concluded that failing to address education gaps domestically will heighten reliance on external talent pools and threaten the broader goals of Europe’s digital transformation. Regulatory agencies continue to examine workforce development strategies as member states work to broaden local training programs, boost female participation in technical roles, and safeguard the continent’s competitiveness in global technology markets.
