    BRUSSELS / RankWire.AI / – Following a recent decision, the European Commission has authorized the large-scale deployment of the IRIS² satellite constellation after signing a broader implementation agreement with the SpaceRISE consortium. This historic multilateral deal adds 66 Low Earth Orbit satellites to the existing fleet, which now totals 348 units. The goal is to provide secure, sovereign communications across Europe and worldwide with high security standards.

    According to the new terms, the main satellite constellation will expand from 282 planned units to a total of 348 active satellites. The redesigned network architecture incorporates 330 satellites in higher low Earth orbit alongside 18 satellites in medium Earth orbit, with optional orbital slots set aside for specialized mission support. The implementation agreement confirms key deadlines for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, enabling early sovereign connectivity for member states shortly thereafter.

    This decision to enlarge the satellite constellation directly responds to increasing security requirements and the evolving operational needs of defense across Europe. Under the updated design, the baseline satellite hardware will undergo technical improvements, and an additional layer of 66 low Earth orbit satellites will be integrated specifically for defense forces, national security agencies, and emergency services. Technical assessments indicate that this expansion will boost secure government communication capacity by 60 percent within the European Union and by 54 percent globally, enhancing regional capabilities during emergencies and crises involving critical infrastructure.

    EU Commission Finalizes Contract to Broaden IRIS2 Satellite System

    The SpaceRISE consortium, responsible for the main development and 12-year operational management, is comprised of leading European satellite operators such as SES, Eutelsat, and Hispasat. The project’s public sector implementation involves close cooperation with the European Space Agency, which offers engineering support and launch coordination. Manufacturing activities involve a broad network of European aerospace manufacturers, including Thales Alenia Space, Airbus Defence and Space, and OHB, in addition to telecom providers Orange and Deutsche Telekom.

    Funding for the satellite expansion comes from a public-private partnership that combines the European Union’s budget, national government contributions, and private investments from consortium members. Member states are actively formalizing their financial commitments for long-term deployment spanning the 2028–2034 budget period. Official records show Poland allocated 656 million euros, Hungary invested 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with additional national funding negotiations ongoing.

    Enhanced Technical Features Result in a Sixty Percent Rise in Secure Government Communications

    The upgraded communications infrastructure will also serve non-EU nations such as Norway and Iceland through specific administrative agreements. As the third flagship space initiative following the Galileo navigation system and Copernicus Earth observation project, IRIS2 is intended to ensure high-performance, tamper-proof communication for public authorities while addressing digital connectivity gaps in remote areas. The network will utilize military-grade encryption standards and dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical signal disruptions.

    As manufacturing progresses across European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones, leading to initial orbital testing. This agreement ensures that the EU will expand IRIS2’s satellite constellation to support long-term strategic autonomy, establishing a resilient, European-owned orbital asset capable of aiding civil protection, defense operations, and commercial digital services well into the future.
