    EU leaders to address Ukraine, Gaza and defence readiness

    BRUSSELS, October 23: Leaders of the 27 member states of the European Union are meeting in Brussels on Thursday to address a comprehensive agenda that includes support for Ukraine, European defence, developments in the Middle East, competitiveness, housing, and migration. The European Council summit brings together heads of state and government to assess the bloc’s coordinated response to the ongoing conflict in Ukraine.

    EU leaders to address Ukraine, Gaza and defence readiness
    EU leaders will meet in Brussels later today for talks on Ukraine, Gaza and defence issues.

    Discussions are focused on sustaining financial and military assistance, reviewing long-term support mechanisms, and ensuring economic stability for Kyiv. Ukrainian President Volodymyr Zelenskyy is expected to address the summit, underscoring the continuing engagement between Ukraine and the EU. European defence readiness is a central topic on the agenda. Leaders will review progress on joint capability projects, strengthen governance mechanisms, and examine the bloc’s approach to hybrid threats, drone activity, and airspace violations.

    The talks form part of broader efforts to enhance Europe’s collective security and industrial defence cooperation through initiatives such as the Readiness 2030 framework. Developments in the Middle East are also expected to feature prominently. EU leaders will discuss outcomes of the Sharm El-Sheikh Summit for Peace, the situation in Gaza, and the bloc’s role in reconstruction efforts.

    Leaders to review Gaza situation and Middle East diplomacy

    The discussions will reaffirm the EU’s longstanding commitment to achieving a just and lasting peace based on the two-state solution and to supporting humanitarian relief for civilians affected by the conflict. Economic competitiveness and sustainability will be key parts of the summit deliberations. Leaders will examine ways to simplify regulatory frameworks, reduce bureaucracy, and strengthen Europe’s industrial base while advancing digital and green transitions.

    The talks will include discussions on achieving EU climate targets, protecting critical infrastructure, and promoting digital sovereignty through innovation and open technologies. Domestically, the meeting will also focus on the housing crisis and migration policy. Leaders will explore initiatives to improve access to affordable housing, particularly for young people and middle-income households. Migration discussions will cover implementation of the EU’s asylum and migration framework, legal pathways, and efforts to manage irregular arrivals in coordination with partner countries.

    Ukraine expected to remain central to EU’s agenda in Brussels

    The summit, chaired by European Council President António Costa, takes place amid ongoing global challenges, including Russia’s war in Ukraine and instability in the Middle East. It follows an agenda letter issued earlier this month outlining the bloc’s priorities on security, economic resilience, and internal cohesion. Formal conclusions are expected at the end of the session, reflecting consensus among member states on several key issues, including continued support for Ukraine, enhanced defence readiness, and strategic engagement in the Middle East.
