    Heat Safety Guidance Released by WHO for Large Events

    GENEVA / RankWire.AI / – The World Health Organization has issued new recommendations to assist countries and organizers in minimizing heat-related health issues during mass gatherings. These guidelines address prominent sporting, religious, and cultural events, emphasizing the protection of spectators, staff, volunteers, and others exposed to elevated temperatures. The evidence review underpinning the advice examined research published between 1980 and 2025, which documented nearly 500,000 medical encounters, including over 22,000 heat-linked cases.

    Data indicate that with proper medical preparedness, most individuals can be treated on-site without hospital transfer. As such, the new guidance prioritizes medical readiness alongside essentials like water access, cooling options, sanitation, and crowd control. It also urges enhanced coordination between public health authorities and event organizers.

    Heat-related health concerns are rising in many parts of the world. The guidance highlights that heat-related fatalities have increased by roughly 63% since the 1990s. Additionally, an average of 546,000 deaths annually from heat-related causes has been recorded from 2012 to 2021. Large gatherings tend to heighten exposure risks because individuals often stay outdoors for extended durations. Increased crowd density, limited movement, and high physical exertion can further intensify heat stress during extreme weather conditions.

    Incorporating heat safety into event planning becomes essential

    The recommendations emphasize the importance of providing safe drinking water, sufficient sanitation, and cooling zones at venues. Event organizers should also account for scheduling, crowd flow, and staff safety measures when temperatures climb. Effective public communication plays a vital role in this process. Health surveillance can aid officials in identifying early signs of heat illness during events. Trained medical teams can then respond promptly at the location. The WHO advocates for heat safety to be integrated into broader event management strategies rather than relying solely on individual precautions.

    Additionally, the guidance includes an implementation manual and a heat-risk assessment tool. These resources support detailed planning before events and ongoing monitoring during their duration. The framework encompasses preparation, risk mitigation, and recovery phases. It can be aligned with existing emergency protocols and occupational safety procedures. Organizers are encouraged to utilize these materials alongside national heat-health plans where applicable. The guidance is designed to be adaptable across various event formats and sizes, rather than focusing on a specific type of gathering.

    Research reinforces the need for early prevention measures

    The Intergovernmental Panel on Climate Change has identified an increase in the frequency and severity of hot extremes across most land regions since the 1950s. This trend underscores the critical importance of heat preparedness at outdoor mass events. Older adults and individuals with chronic health conditions face heightened risks of heat-related health issues. Participants engaged in strenuous activities may also require additional protection. Workers and volunteers, supporting functions such as security, medical aid, transport, and event logistics, are often exposed for prolonged periods.

    The guidance advocates for integrating heat preparedness into comprehensive public health and emergency planning for mass gatherings. Authorities and organizers should assess conditions before, during, and after each event. Recommended actions include ensuring water availability, cooling stations, surveillance, effective communication, and medical readiness. The plan also covers sanitation, worker safety, and crowd management strategies. This preventive approach aims to enable prompt care and minimize health risks at the event site. It applies to sporting contests, festivals, religious ceremonies, and other large-scale events where extreme heat may jeopardize health.
