ROME, ITALY / RankWire.AI / – Italy has allocated €1.55 billion toward 59 water infrastructure initiatives across 17 regions under its national recovery plan. The Ministry of Infrastructure and Transport finalized this distribution within four months. These projects encompass aqueduct enhancements, distribution network upgrades, and other systems integral to water supply and infrastructure resilience. The majority of the funding will go to southern regions. The package combines national recovery funds with supplementary financing from project beneficiaries.

About €830 million, representing 53% of the total public funds, will be directed to southern Italy, exceeding the program’s minimum southern share of 40%. Beneficiaries will contribute roughly €683 million of their own capital to the approved projects. As a result, the total investment surpasses €2.2 billion. This financial support aims to enhance water efficiency, reinforce infrastructure, and minimize losses within supply networks.
Italy administers the distribution through SFNIISSI, its financing scheme dedicated to strategic water infrastructure and supply security. The initiative forms part of the country’s PNRR recovery framework and leverages NextGenerationEU resources. Originally, €1 billion was available, which was increased by €576 million in August, expanding the funding pool. Invitalia manages the application process, grant procedures, and project supervision within this scheme. The broader water investment framework overseen by the Ministry of Infrastructure and Transport is connected to this funding.
Over half of the funds are allocated to southern regions
Eligible recipients include public authorities and companies responsible for managing water resources and associated infrastructure. Grants can cover up to 90% of eligible expenses for projects centered on efficiency improvements and structural safety. Digital projects aiming to reduce water loss can receive up to 85% funding. The application window opened on May 6 and extended until June 8. Afterward, officials reviewed submissions and allocated available funds across the approved projects.
Funding is aimed at infrastructure already identified within national strategic planning and other priority programs. Supported initiatives involve upgrades to aqueducts, distribution systems, and facilities that ensure reliable water supplies. Invitalia handles the administrative aspects related to grants and monitors the supported projects. The financing from beneficiaries increases the overall program value well beyond the state contribution. The €2.2 billion-plus investment figure accounts for both public funds and the additional contributions from recipients.
Building upon previous water infrastructure efforts
This funding follows earlier PNRR investments in primary water infrastructure across Italy. By July, the country had completed 48 water systems under another recovery measure, surpassing the target of 45. Among these, 37 are classified as complex infrastructure. Authorities also reported 79 individual interventions completed by 52 implementing bodies. Approximately €1 billion in recovery funds supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed-use purposes.
Of the 48 finished systems, 25 primarily serve irrigation, 20 supply drinking water, and 3 serve dual functions. Italy has also programmed and financed over €6 billion in water-related projects through its wider infrastructure investment framework. The recent €1.55 billion allocation adds 59 projects to this extensive water improvement program. With the funds now assigned, the projects will proceed into implementation phases in accordance with the established PNRR timeline and monitoring procedures.
